Arqiva and mobile coverage

More than a year now since Arqiva's survey so I made some enquiries as to why no news of progress recently.
It does not sound encouraging.

They were tasked with getting mobile cover into the more difficult areas and have taken all this time to report ... it is a more difficult area to cover. Essentially they don't see an easy ( i.e. cheap ) way to connect into the network.
It can hardly be that difficult you would think but it is obvious to me they are pretty much decided to spend money elsewhere and we will still not see any service despite all the hype last year. National Park head Andy Wilson pretty much said at the time that they hoped to cover all the communities without service.
